We offer the National Webcheck (NWC) to capture and submit fingerprint
data to the Ohio Bureau of Criminal Identification & Investigation
(BCI&I) and the Federal Bureau of Investigation (FBI).
We use the state-of-the-art OH State approved scanners and secure
submission procedures, the process is virtually error-free, avoiding
smudged readings and/or delivery errors often associated with the ink
processing method.
We take time to get your prints, you will not receive a "Reject Letter"
from the State if you use ANY LAB TEST NOW® for your Fingerprints. Our
rejection rate for the year of 2008 is less than 0.1%. We don't make you
come back for ink card printing.
As required by Ohio law, deadlines have been established for licensed
educators, certificate holders and all non-licensed school employees to
submit fingerprints for both an Ohio criminal background check (BCI) and
an FBI criminal background check to the Bureau of Criminal
Identification and Investigation (BCII).
National WebCheck is a fingerprint-based applicant background check
system that was developed to support the electronic processing of
criminal background checks at State and Federal levels for applicants in
the State of Ohio. This Web-based solution addresses the needs of Ohio
agencies—both public and private—that rely on background checks for
hiring and other mandated purposes.
Fingerprint-based criminal history background checks are initiated with
the electronic capture of flat fingerprints and demographic information.
Applicants need only have three separate scans completed (4-4-2): both
hands (slaps) and two thumbs. From this data, the individual prints are
extracted and validated to ensure their conformity to FBI specifications
if a national background search is required for the applicant. The
information is submitted directly to the State of Ohio fingerprint
repository (AFIS) for background searches and is then passed through to
the FBI’s IAFIS (if required).

| On Nov. 14, Gov. Ted Strickland signed
HB 190. A portion of this bill requires the State Board of
Education to request a Federal Bureau of Investigation (FBI)
criminal records check of an applicant for educator licensure in
addition to the Ohio Bureau of Criminal Identification and
Investigation (BCII) check in current law. The residency
exemption for the FBI check is no longer applicable. Both the
BCII and FBI checks must be completed before the Ohio Department
of Education (ODE) issues or renews any license or permit. Since
the bill had an emergency clause, it went into effect
immediately upon Gov. Strickland’s signature on Nov. 14. |
| DFI has entered agreements with
independent providers for the electronic fingerprinting and
scanning system known as “WebCheck” and “National WebCheck.”
Each provider has a system that scans applicants’ fingerprints
and electronically transmits the prints to the Ohio Bureau of
Criminal Identification & Investigation (BCII) for review. The
results of the records review are communicated to DFI by the
provider or by BCII directly. The provider that takes
fingerprints charges a processing fee for its service. Please
note that the providers’ fees are not part of the DFI
application/investigation fees. |
| Chapters 4730, 4731, 4760, and 4762 of
the Ohio Revised Code requires all individuals applying for a
new license or restoring a license with the State Medical Board
of Ohio to submit fingerprints for a criminal records check
completed by the Ohio Bureau of Criminal Identification and
Investigation (BCII) and the Federal Bureau of Investigation
(FBI). ALL applicants are required to utilize “WebCheck”, Ohio’s
electronic fingerprint system, to electronically submit their
fingerprints to BCII. |
| Section 4757.101 of the Ohio Revised
Code requires all individuals applying for a license issued by
the CSWMFT Board (Board) to submit fingerprints for a criminal
records check completed by the Ohio Bureau of Criminal
Identification and Investigation (BCII) and the Federal Bureau
of Investigation (FBI). The Board will typically receive the
results of a criminal records check submitted via “WebCheck”
within 7 to 10 business days. Since the law requires applicants
for licensure to submit a criminal records check completed by
both BCII and FBI, you must use the services of a “WebCheck”
vendor that participates in the “National WebCheck.” |
| Section 4725.501 of the Ohio Revised
code requires all individuals applying for a license issued by
the Ohio Optical Dispensers Board (Board) to submit fingerprints
for a criminal records check completed by the Ohio Bureau of
Criminal Identification and Investigation (BCII) and the Federal
Bureau of Investigation (FBI). |
| Ohio residents applying for a license
to practice dietetics for the first time must submit
fingerprints for a criminal records check to be completed by
both the Ohio Bureau of Criminal Identification and
Investigation (BCII) and the Federal Bureau of Investigation
(FBI). The background check must have been completed within the
past 12 months, and the report mailed directly to the Ohio Board
of Dietetics (by law we can not accept background checks mailed
to the Board by the applicant). To have both of these checks
completed, you must submit fingerprints either electronically
(preferred) or by rolling fingerprints onto a fingerprint card
(provided by BCII or the Board), and then submitting completed
fingerprint cards to the Ohio BCII. |
